Staff Association members have started to participate in a series of national meetings – via videoconference due to social distancing restrictions – to consider a proposal for a new enterprise agreement (EA) at CSIRO.
Following a bargaining meeting on Wednesday 15 April, Staff Association representatives and CSIRO management arranged to submit the EA proposal to the Australian Public Service Commission (APSC) for approval while agreeing to pause formal negotiations and conduct a period of staff consultation.
The membership meetings are designed to provide an overview of the Staff Association and management bargaining positions, examination of changes and improvements to key EA clauses, coverage of key unresolved issues, information on the impact of the Government’s pay freeze and an opportunity for Staff Association members to provide direction to union negotiators on the best way to proceed.

The Staff Association has produced two important resources to assist members assess the proposed EA, both available on the enterprise bargaining campaign site.
Our bargaining analysis document provides a concise, clause-by-clause examination of the proposed EA in summary form. Each clause entry is colour coded for easy identification of resolution status and includes a brief description of the suggested modification, if applicable.
We’ve also produced a document that sets out the updated and changed EA content. Each clause is provided with the detail of the proposed changes clearly marked up, word by word. Additional new clauses and content are also included.

An important part of the consultation process is the participation of members in providing direction to Staff Association negotiators on how to proceed in the next steps of the bargaining process.
Following consideration of the proposed EA – through a membership meeting or review of online resources – Staff Association members are being asked to reflect on the offer and complete a bargaining poll.
This includes whether the union should recommend that CSIRO staff vote yes or no if the EA proposal is put to an all staff vote in coming weeks. The online poll is confidential, secure and closes 5pm (AEST) Tuesday 5 May 2020.
